What is a Community Protection and Benefit Agreement (CPBA) or a Good Neighbor Agreement (GNA)?
The Sustainable Development movement of the early 2000s helped to shape Community Benefit Agreements (CBAs) into tools for promoting social justice, environmental stewardship, and economic sustainability. These agreements have since become more common in resource development projects, ensuring that the benefits of development are shared more equitably and sustainably.
Agreement-making applies to all situations where businesses and communities come together to formalize consents, commitments, and mutual obligations. These agreements should prioritize the interests of those whose livelihoods, assets, culture, or well-being may be impacted.
Revenue-sharing agreements have proven effective mechanisms for promoting reciprocity and ensuring local communities benefit from natural resource extraction. They align the interests of mining companies and communities, fostering more sustainable and equitable development.
Agreements aim to deliver benefits directly to affected communities and empower decision-making about how those benefits should be used.
Successful CBAs are entered into voluntarily by all parties, not imposed on the parties, and are treated as living documents open to revision and continuous improvement.
When will the CPBA be completed?
Representatives of each of these four potential signatories are working toward completing a draft agreement by the second quarter of 2025.
