Discussions focused on creating a structure that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Follows the direction of the CPBA Signatories and future Executive Council<\/li>\n\n\n\n<li>Ensures funds are distributed as intended<\/li>\n\n\n\n<li>Maintains transparency and accountability for the community<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. Phase One \u201cEarly Actions\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Review of proposed Phase One Early Actions: short-term steps designed to address critical community needs as quickly as possible. These are informed by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Community listening sessions and focus groups<\/li>\n\n\n\n<li>The University of Arizona\u2019s Asset Inventory, Gap Analysis, and Innovative Pathways Report (or the &#8220;Capacity Assessment&#8221;)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3. Environmental protections planning<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Independent consultant Spheros Environmental is finalizing its Phase One Protections Roadmap, to be released by mid-January. This document will help guide decisions related to environmental protections, oversight, and long-term implementation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4. Legal review and alignment<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Attorneys for all four Signatories continue reviewing the draft CPBA.
