This past May, the Town of Patagonia, the City of Nogales, Santa Cruz County, and South32 (collectively, the “Signatories”) continued advancing both the Early Actions Community Investment Agreement and planning efforts for the broader Community Protection & Benefit Agreement (CPBA). Work focused on implementing priority community investments, strengthening collaboration, and developing long-term protections and benefits that support the quality of life of Santa Cruz County residents.
What We Worked On
Early Actions Community Investment Agreement
Following the finalization and adoption of the Early Actions Community Investment Agreement in March, Signatory representatives continued collaborating to advance approved project scopes and prepare them for potential funding and implementation in 2026.
The Signatories endorsed six Early Action projects to move forward into the bidding and development phase:
* Fire and EMS Infrastructure Expansion
- Town of Patagonia
- City of Nogales
* Design for Patagonia Law Enforcement Office Space
- Town of Patagonia
* Independent Emergency Services Audit
- Town of Patagonia
- City of Nogales
* Patagonia Daycare Design (Birth–5)
- Town of Patagonia
* Affordable Housing Project – Design and Engineering
- Town of Patagonia
* Update of the Santa Cruz County Housing Strategy (2022–2027)
- Town of Patagonia
- City of Nogales
- Santa Cruz County
These projects reflect shared priorities identified through community engagement and Signatory collaboration and are intended to address critical community needs while supporting long-term resilience and economic opportunity. The remaining Early Actions are in various stages of progress and will be endorsed once they are ready.
Future CPBA Planning (Next Stage of Agreement)
The Signatories continued working toward the next phase of the CPBA, building upon the framework established through the Early Actions Community Investment Agreement. Discussions focused on identifying meaningful protections, advancing community priorities, and developing a shared vision for future investments and safeguards.
The Signatories reaffirmed several key objectives guiding the CPBA process, including:

- Improving alignment and collaboration among stakeholders
- Addressing community needs and expanding opportunities
- Establishing meaningful protections
- Supporting long-term sustainability and responsible growth
- Enhancing quality of life for Santa Cruz County residents
